关于医院药学部门设置的探讨

Discussion on the Department Setup of Hospital Pharmacy

目的:寻求提升医疗水平,安全、有效、经济用药的最佳医院药学管理模式。方法:对某市49家市、县级公立医院以及笔者所在医院药学部门设置情况进行调查和探讨。结果与结论:我国医疗机构应当建立一个在药事管理委员会领导下的药学部门,作为药事委员会的常设机构,统领以下6个二级科室:药事管理科、临床药学室、调剂室、药品供应科、静脉配液中心、药学信息室,贯彻和落实药事管理委员会的指令和医院赋予的职责。上级主管部门应该督促、检查和规范医院的新型药事工作;以实现其"由保障供应型向技术服务管理型转变;由被动型服务向主动型服务转变;由对药品管理为主向以患者为中心转变"。实现以病人为中心,以合理用药为核心的医院药学新模式。

Objective： To enhance the level of healthcare and seek an optimal hospital pharmacy management mode with safety, effectiveness and economic medication. Methods： The situation of hospital pharmacy department setup in 49 public hospitals at the city or county level including the hospital the author is working for was investigated and discussed. Results and Conclusion： A pharmacy department under the leadership of pharmaceutical affairs management committee should be established in the medicine institutions of China. As the standing body of pharmaceutical affairs committee, it takes charge of the following six secondary departments： pharmaceutical affairs section, clinical pharmacy room, tank dosing section, drug supply section, intravenous fluid distribution center, and pharmaceutical information room, to carry out and implement the instructions and the duties given by the hospital and the pharmaceutical management committee. The higher authorities should supervise, inspect and regulate the new type of pharmaceutical affairs; to change from passive service to active service; to realize the ＂change from ensuring supply type to technique service management, from the passive service to active service, from giving priority to management of the drug to taking patients as the center＂. The ultimate goal is to realize the new mode of hospital pharmacy of ＂taking patients as the center ＂ and rational drug use as the core.
