摘要 彻底解决我国公务员绩效考核的形式主义问题,必须推行实施差异化绩效考核。差异化绩效考核主要指考核内容、考核指标的差异化,是与无差异绩效考核完全相对立的范畴。差异化绩效考核能有效促进政府绩效管理科学化、系统化和动态化目标的实现,能有效推进政府管理精细化、标准化进程。推行公务员差异化绩效考核要求构建政府绩效管理系统;完善组织环境,打造良好的政府绩效文化;提升政府各级主管领导的管理职业化程度;加强绩效管理职能机构的建设。 To fully address the formality of the performance evaluation on civil servants in China, the differential performance evaluation must be implemented. Differential performance evaluation refers to the differentiation of evaluation contents and index, completely different from the non - differential performance evaluation. It helps to improve the sound management and the systematization of government performance evaluation, which is beneficial for promoting the detailed and standard management of government. To implement differential performance evalua- tion, it is required that government management system should be established, the organization environment be im- proved, the good government performance evaluation culture be created, the managing capability of the government executive leaders at all levels be enhanced, and attention be paid to the establishment of institution for governing performance evaluation.
