摘要
可复制可推广是中国自由贸易试验区制度创新和改革试验的属性要求,也是检验成果成效的重要标志。自上海自贸试验区制度创新和改革试验成果在相应的领域复制推广以来,理论和实践中都倾向于将可复制可推广内容集中于自贸试验区的具体制度建设和改革事项上。这一认识和做法在自贸试验区推进示范前期阶段具有合理性和局限性,自贸试验区的创新深度和试验内涵决定了其探索实践的新路径新模式新经验可以更为丰富和立体,可复制可推广内容具有"三维"的结构。文章重点分析阐述了可复制可推广"第一维度"成果内容,即基于总体方案任务与要求,在试验区已经取得阶段性成效与经验的制度创新与具体改革事项所具有的一般特征和适用特点。研究提出了可复制可推广"第二维度"成果内容,即基于和贯穿于自贸试验区改革创新实践的一系列特色理念,具体讨论了理念集合中八个方面的内涵。同时也对"第三维度"成果内容即自贸试验区改革创新的实施程序步骤方面的做法经验等作了概略讨论。
Replicability is one of the essential characteristics of the institutional innovation and re- forming experiments of China' s pilot FTZ, and also one of the key criteria of measuring the effects. Since the results of the institutional innovations and reforming experiments of Shanghai Pilot FTZ were replicated in other areas, the development of specific institutions and reforming initiatives has been the focus of the process of replication both in theory and practices. This article discusses the rationality and limitations of this perception and practice at the beginning stage of promoting pilot FTZ, and argues that the practical exploration of pilot FTZ can be broadened and enriched in respects of new ways, mod- els and experience based on the innovation depth and experimental nature of pilot FTZ. Finally, the arti- cle proposes that the pilot FTZ can be replicated from three dimensions. The first dimension of replicable results is primarily elaborated , which is based on the tasks and requirements of the overall plan, the achievements and experience of institutional innovations at current stage and the general characteristics and applicability of specific reforms in the pilot FTZ. The second dimension of replicable results, which is based on the distinctive concepts of the FTZ reforms and innovations, is also approached from eight aspects. The third dimension of replicable plementing procedure of FTZ reforms and results, which is based on the practice and experience of irainnovations, is briefly analyzed.
