基于SWOT-AHP的医疗保险谈判影响因素研究

Study on the Influencing Factors of Negotiation Mechanism on Social Health Insurance Based on SWOT-AHP

医疗保险谈判机制是一个新生事物,也是医改的重要内容。文章根据新医改面临的内外部环境,建立了医疗保险谈判机制影响因素层次模型,并利用层次分析法分析了影响医疗保险谈判机制的权重及最终得分,为实际部门构建医疗保险谈判机制提供参考。结合SWOT分析,作者发现我国医保谈判机制的构建与发展处于WO状态,即内部环境亟待改善、外部环境较好,需采取利用机会、克服劣势的策略。今后要加强医保谈判专业化教育,医院力量整合形成平等谈判主体。

The negotiation mechanism on social health insurance is a new and important part of health reform.Based on new health reform-oriented, the author analyzed the weight and score of factors that affected negotiation mechanism by the ana- lytic hierarchy process（AHP） .This article provided reference for practical department to improve the quality of negotiation mechanism.From the analysis by SWOT based on AHP results the author found that the reality of health care bargaining was WO construction and development in the environment.h was urgently needed to improve the internal and external environ- ment by using the opportunity and overcoming the disadvantage. In future, the negotiations specialized education should be strengthened and hospital force integration must be developed to equal negotiation body.
