PPP融资模式在轨道交通建设中的应用

The application of the PPP financing model in the construction of rail transit

针对中国轨道交通建设融资难的问题,采用定性分析法和案例分析方法,分析了轨道建设的融资现状,提出基于长期公私合作关系的PPP融资模式是中国轨道交通项目融资的必然选择。轨道交通项目融资运作可以分为前期准备阶段、确定PPP项目公司阶段、项目实施阶段和项目移交阶段,建议轨道交通项目在具体融资时,要结合不同阶段的特点重点关注政府角色定位、经济可行性分析、外部环境支持、互信合作机制构建和专业型人才培养等问题。研究结果对解决中国轨道交通融资难问题具有指导意义。

In terms of the problems in financing difficulties of the construction of rail transit in China, using qualitative analysis method and case analysis method, the author analyzes the current financing situation of the construction of rail transit, pointing out that the PPP financing model,based on the long-term public private partnership,is the inevitable choice in the construction of rail transit. The financing project of rail transit can be divided into four stages： preparation, determining companies of the PPP project, implementing the project and the transferring the project. When it comes to carrying out the financing projects of specific rail transit, the author suggests that we combine the characteristics of different stages to focus on these problems： the role of the government, the economic feasibility analysis, the support of external environment, building the mechanism of mutual trust and cooperation and training professional talents. The research results have a guiding significance to solve the problem of financing difficulty of China＇s rail transit.
