护士灾害护理能力评估工具的研制

Development of the Nurses' Disaster Competencies Evaluation Tool

目的研制符合我国国情并适用于临床护士的灾害护理能力评估工具。方法以国际护士会灾害护理能力框架为指导,查阅国内外文献,采用德尔菲(Delphi)法对来自全国13个省份、2个直辖市,研究领域涉及临床灾害、科研、教学、管理等方面的24名专家进行咨询,最终确定临床护士灾害护理能力评估工具的各级指标。结果 2轮咨询的专家积极系数分别为96.0%与95.8%,专家的权威程度为0.83,2轮咨询后的二、三级指标肯德尔和谐系数分别为0.258、0.260。通过德尔菲法研制的灾害护理能力评估工具,包括4个一级指标、9个二级指标、55个三级指标,涵盖减灾/预防、备灾、应对、恢复/重建4个阶段临床护士应具备的灾害护理能力。结论本研究结果可靠、准确,所研制的测评工具可作为临床护士灾害护理能力的评估工具。

Objective To develop a nurses＇ disaster competencies evaluation tool suitable for practicing in China for clinical nurses. Methods Based on the ICN Framework of Disaster Nursing Competencies,the nurses＇ disaster competencies evaluation tool was developed by literature review and Delphi expert consultation including 24 experts from 13 provinces and 2 municipalities all over the country. Results In the study,positive coefficients of two rounds consultation were 96.0% and 95.8%,authority coefficient of the experts was 0.8274,and Kendall coefficient of the experts＇ opinion were 0.260 and 0.199. The nurses＇ disaster competencies evaluation tool contained 4 firstlevel indexes,9 second-level indexes and 55 third-level indexes,covering the clinical nurses＇ disaster competencies in four stages：mitigation/prevention,preparedness,response and recovery/reconstruction. Conclusion The nurses＇ disaster competencies evaluation tool has good reliability and validity and can be used in clinical pracitee to promote capacity for disarster nursing.
