论地方行政服务中心培育社会组织的作用——基于杭州“市民之家”的调研与思考

On the Role of Local Administrative Service Center in Fostering Social Organization: An Investigation of Hangzhou's“Citizen's Home”

行政审批制度改革的推进,强化了行政服务中心作为一站式审批平台的定位,但同时中心本质上的创新属性被逐渐消解,致使近期行政服务中心自身的实践探索进展缓慢,理论研究陷入僵局。杭州"市民之家"在建设理念方面独具特色,除具有行政服务中心的基本功能之外,特别重视建立长效稳定的公民参与平台,其成功的运行表明中心可成为加速社会组织成长的制度装置。这既表明了政府在推动公民精神养成和社会组织成长中的积极立场,又加强了社会组织对政府的信任。虽然,这种作用还主要出现在经济较发达和社会开放度较高的地区,但从趋势上看,伴随着中国经济的稳定增长,杭州"市民之家"的改革模式不仅可以成为行政服务中心职能拓展方向的参考样本,更重要的意义在于,改革本身已经超越了审批制度改革技术层面的需求,从战略的高度为政府职能的结构性调整试水。通过杭州"市民之家"的可贵探索,行政服务中心为行政体制改革提供整体想象空间和可能性实验场域的功能再次回归与彰显。

The reform of the administrative examination and approval system strengthens the orientation of the administrative service center as a one-stop examination and approval platform, but at the same time the innovative nature of the center is gradually dissolved. Recent exploration in the practice of administrative service centers is slow and the theoretical study is stagnant. In addition to the basic function of the administrative service center, the＂Citizen＇s Home＂in Hangzhou is particularly important in building a long- lasting and stable citizen participation platform. Its successful operation shows that the center can become a system for accelerating the growth of social organizations. This shows the government＇s positive position in promoting the development of civic spirit and the growth of social organizations, and will strengthen social organizations＇ trust in the government. Although this function is still limited to the more developed and more open areas of society, the trend shows that along with the steady growth of China＇s economy, the reform as is represented by Hangzhou＇s＂Citizen＇s Home＂can serve as a model for the extension of the role of administrative service center. More importantly, the reform itself has gone beyond the technical requirements of the reform of the examination and approval system and has become a strategic experiment of the structural adjustment of government function.
