摘要
基于PSR模型构建水源地水生态文明建设绩效评价指标体系,并以南水北调中线工程汉江水源地汉中、安康、商洛、十堰四市2014年水生态文明建设调查分析数据为基础,实证评价分析目前水源地的水生态文明建设绩效情况。结果表明,生态文明建设绩效状况是汉中>安康>商洛>十堰,这与实际情况相符。四市都面临着的最大难题是生态保护与脱贫致富难以兼容,其最大的生态补偿诉求是提高生态补偿标准、丰富生态补偿模式。鉴于此,提出应积极发展绿色产业、完善生态补偿机制、推进法律政策体系改革和加强生态环境保护宣传教育等对策建议。
In this paper, we build water ecological civilization construction performance evaluation index system based on the PSR model, then, we evaluate the empirical analysis of the current water situation of ecological civilization construction performance of Hanjiang water source area, based on water ecological civilization construction survey data analysis of Hanzhong, Ankang, Shangluo and Shiyan City in 2014. The results show that the performance status of water ecological civilization construction is Hanzhong〉Ankang〉Shangluo〉Shiyan, this is consistent with the actual situation. The biggest problem facing the four cities is the ecological protection and difficult compatible poverty alleviation, lts greatest appeal is to improve the ecological compensation ecological compensation standards, and to rich ecological compensation mode. Therefore, we propose the following suggestions: to actively develop green industry, accelerate the improvement of water ecological compensation mechanism, promote legal and policy system reforms and enhance water ecological civilization education.
