昆山市卫生人员配置现状及问题分析

Analysis of Current Situation and Problem of Health Personnel Allocation in Kunshan City

目的:分析江苏省昆山市卫生人员资源配置现状及存在的问题。方法:利用常规统计数据定量分析昆山市"十二五"期间卫生人员总量、构成、年龄、学历等情况,开展焦点组访谈了解现状以及问题。结果:每千人口拥有执业(助理)医师2.55人,注册护士3.05人,医护比为1∶1.19;工勤技能人员占10.76%;60岁以上执业(助理)医师占17.33%;具有本科学历的卫生技术人员占39.02%;每千常住人口拥有基层卫生人员2.46人。结论:卫生人员学历较高,但实践操作能力不强,需提升卫生人员质量;工勤技能人员比重偏高,应坚持因岗招人,并充分发挥其在卫生服务中的作用;执业(助理)医师老龄化成为不可忽视的问题,可探索充分开发老年卫生人力资源的机制;卫生人员队伍的可持续发展需突破体制机制束缚。

Objective： To analyze the status and problems of health personnel allocation of Kunshan City, Jiangsu Province. Methods：We conducted focus group interviews to analyze the status and problems and used quantitative data to analyze the num- ber, constitution, age and educational background of the health personnel of Kunshan City during the 12th Five-Year Plan period. Results： The number of licensed （assistant） doctors and registered nurses per thousand population was 2.55 and 3.05, and the rati- o of doctors and nurses was 1 i 1.19. The proportion of skilled workers accounted for 10.76%. The proportion of licensed（assistant） doctors over 60 years old accounted for 17.33%. 39.02% of the health technical personnel had bachelor degree. The number of basic level health personnel per thousand permanent residents was 2.46. Conclusion： The practical ability of the health personnel was lower compared with the educational background. The quality of health personnel should be enhanced. The proportion of auxiliary workers was very high. We should adhere to the principle of ＂recruiting people based on task＂ and require them to play their roles in providing health services. The aging of licensed （assistant） doctors cannot be neglected and we should establish mechanism to encourage them to continue to work. In order to keep the sustainable development of the health staff, we need to break the shackles of institution and mechanism.
