我国新能源汽车产业政策协同问题研究——基于结构、过程与内容的三维框架 被引量:48

摘要 新能源汽车产业政策渐成体系但碎片化问题逐渐凸显,政策协同是新能源汽车产业发展的必由之路。本文构建了一个包括内容维度、结构维度和过程维度在内的政策协同三维分析框架,借此分析新能源汽车产业政策协同存在的问题和优化的路径。我国新能源汽车产业政策面临协同失灵困境,需要政府转变治理理念,培育协同文化,重新定位政府角色;科学设计政策目标,理性选择政策工具,重新建构政策主体框架,从而有效发挥新能源汽车产业政策协同效应。 As the policy of new energy automobile industry is gradually becoming a system, the problem of policy fragmentation is increasingly prominent, thus policy synergy is the only way for the development of new energy automobile industry. This paper constructs a three-dimensional analysis framework of policy synergy, including content dimension, structure dimension and process dimension, so as to analyze the problems and optimization path of new energy automobile industry policy synergy. China's new energy automobile industry policy is facing a collaborative failure dilemma, and it is necessary that the government should not only change the governance concept, cultivate synergy mechanism and reposition the role of the government, but also design policy objectives scientifically, choose policy tools rationally and reconstruct the main framework of policy system so as to effectively play synergistic effect of the new energy automobile industry policy.
