意大利是大量难民进入欧洲的首个入境国,海上搜救、审查管理、安置保障问题严重。政府运用国际与区际法和国内法,逐步完善审查管理制度,为受保护者提供住所、生活补贴、医疗保障、职业和教育。通过对意大利难民法程序中各环节加以探讨,从难民成因角度分析应对策略,最终对意大利难民法律与政策做以评价。

Italy is the first country of entry,a large number of refugees in the European maritime search and rescue,examination management,settlement guarantee a serious problem. The government uses international and interregional law and domestic law, and gradually improve the examination management system, to provide shelter for the protected living allowance, medical insurance, occupation and education. Through the study on Italy difficult each link of the civil procedure, analysis of coping strategies from the perspective of the causes of refugee, eventually Italy refugee law and policy to do evaluation.
