“食药(安全)警察”培养模式探索

食品药品安全问题关系到老百姓的生命与健康,目前我国已建立了以《食品安全法》、《药品管理法》为核心的行政法规体系,下一步的关键是如何落实,做到"有法必依、执法必严、违法必究",形成中国特色的食药安全监管体系。公安食药安全执法部门要站在事关大局稳定的高度,发挥大数据时代的信息与技术优势,不断提高食品药品安全预警、防范和处置能力,加强食药安全风险防控体系建设,严打食品药品犯罪。人才队伍是做好食品药品犯罪防范工作的基础,如何培养一支专业知识结构合理、素质优良的食药(安全)警察队伍是公安机关当前急需解决的重要、紧迫问题。公安院校应从人才培养的要求与定位、课程体系设置及其他创新配套措施等方面探索如何构建食药(安全)警察这一新的专业应用型人才培养模式。

Food and drug safety issues related to common people’s lives and health. China has established the system of administrative regulations based on Food Safety Law and Drug Administration Law as the core. The key is how to implement＂everyone should abide by the law, the law must be enforced strictly, and those who violate the law must be dealt with.＂This will form regulatory system of food and drug safety with Chinese characteristics. The public security enforcement department of food and drug safety need to stand on the height of the overall situation, exploit the advantages of information and technology in the age of big data, constantly improve the capacities of early warning, prevention and handling for food and drug safety, strengthen the construction of risk prevention and control system, crack down the food and drug crimes.The talent team is the basis to prevent food and drug crimes, It is an important and urgent problem that how to cultivate a professional and reasonable structure and good quality of food and drug police team. We should explore the requirements and orientation of personnel training, curriculum system and other supporting measures to build a new model of professional and applied talents training based on food and drug safety.
