法治视野中预防村干部腐败路径的实证分析——以H市X区村干部职务犯罪案件调查为样本

An Empirical Analysis on the Prevention Path of Village Cadres Corruption in the Perspective of Rule of Law

随着经济社会的不断发展和城镇化的逐步推进,各级政府对农村基础设施建设、工程项目建设的投入不断加大,1这既给农村和农民带来了实惠,也推动了当地经济的发展。但同时,村干部腐败问题也时有发生。当前,村干部腐败已成为关乎改革发展全局的社会性问题。为此,笔者对所在辖区内2012年—2014年村干部的职务犯罪情况进行了调查,分析了村干部腐败的特点和原因,并在此基础上提出了预防和解决村干部腐败问题的建议。

With the continuous economic and social development and the gradual advancement of urbanization,governments at all levels have increased their investment in rural infrastructure construction and engineering projects construction.The series of changes,while bringing benefits to farmers and rural areas and pushing forward the local economic development,have also inevitably caused the corruption of village cadres,which has shifted from an issue of individual group corruption into a social issue that concerns the overall situation of reform and development,thus making it an in- evitable demand to solve the problem of village cadres corruption by means of the rule of law.In order to better study and solve this problem,the author makes an investment of the duty crimes of village cadres from 2012 to 2014 in the areas where they are located ,analyzes the features and reasons of village cadres corruption ,and based on these ,puts forward some proposals to prevent and solve village cadres corruption.
