基于PSR模型的江苏省生态文明建设评价研究

Evaluation of Ecological Civilization Construction in Jiangsu Province Based on the PSR Model

基于PSR模型框架构建了包含压力子系统、状态子系统、响应子系统下30项具体指标在内的江苏省生态文明建设评价指标体系,采用熵权法对江苏省2010-2014年的生态文明总体发展建设水平进行评价,结果表明江苏省生态文明建设取得了长足的进步,总体态势良好。同时,要从创新政府绩效评估体制,动员社会公众积极参与,推进产业结构优化升级,健全生态政策和法律法规体系等方面进一步促进江苏省生态文明建设。

This paper was based on the PSR model framework and constructed the evaluation index system of ecological civilization construction in Jiangsu province, including the pressure subsystem, the state subsystem and the response subsystem. The entropy method was used to evaluate the ecological civilization construction level and current status in Jiangsu province from 2010 to 2014. Results showed that the construction of ecological civilization in Jiangsu province had made great progress, and the overall situation was very good. At the same time, we should innovate the government performance evaluation system, mobilize the active participation of the public, promote the optimization and upgrading of the industrial structure and improve the ecological policies and laws and regulations to promote the construction of ecological civilization in Jiangsu province.
