转型期政商关系的治理探析

政商关系是一个繁杂而又特别敏感的话题,其本质是明确界定政府与企业在资源配置中的作用和角色。代表政府行使公共权力的官员本应把服务企业作为自身的职责之一,但现实中却具有天然的寻租倾向,企业家也总是试图通过参与和影响政府的决策谋取企业利润的最大化,极易造成政商关系的异化。政商关系异化的原因繁多且复杂,主要可归结为公共权力过于集中、市场经济体制发育不完善、政商逐利的"经济人"本性和公共行政权力监督体制不健全不规范等。构建健康的政商关系需要以法治为基础、以服务为主导、以互动为动力、以对等为原则。

The relationship between politics and commerce is a complex and sensitive subject, whose nature is to clarify the role that government and enterprise play in resource allocation. The officials, in exercising public authority on behalf of government, are supposed to take as one of their responsibility to serve enterprises. However, not only officials have the tendency of rent--seeking, but entrepreneurs tend to seek maximum interests through participating in and influencing government decision--making, which can result in the alienation of the relationship between politics and commerce. The causes of the alienation of government-- commerce relation vary, yet they come down to over--centralized public power, immature market economy system, business people＇s profit- seeking natureand imperfection of public administration supervision system. The establishment of a healthy government--commerce relation should be based on the rule of law, led by service, taking interaction as impetus and regard equivalence as principle.
