高校二级党组织主体责任落实机制建设

On the Mechanism Construction of Implementing Entity Responsibility at Second-Level Party Organizations in Universities

随着二级管理体制改革的深入,高校二级单位的权力越来越多、权限越来越大。学校事业能否健康发展,越来越取决于二级党组织党风廉政建设的成效,根本在主体责任的落实。党的十八大以来,各高校二级党组织根据管党治党的要求,认真落实主体责任,取得许多成效,但也存在着一些问题。要从深层次上解决这些问题,必须从机制入手,特别是要结合二级党组织自身的特点和实际,建立健全科学管用的机制,确保主体责任落地生根。

With the deepening of the reform of administration system at the second level,the secondary colleges and departments in universities have greater powers and authorities. Whether a university can develop healthily or not largely depends more and more on the effect of the construction of the party conduct and of an honest and clean government at the second-level party organizations with the implementation of entity responsibility being its foundation. Since the 18th CPC National Congress,the second-level party organizations in universities have been carrying out entity responsibility according to the requirements of party management and received some achievements. However,there still exist some problems. To solve these problems at the deep level,it is necessary to establish the perfect and scientific mechanisms by combining the reality and features of the secondary party organizations to ensure the complete implementation of entity responsibility.
