再论技术创新及提升我国产业技术创新能力

Discussing on technological innovation and promoting capabilities of industrial technological innovation

从技术创新的内涵、特征分析入手 ,阐述了运用高新技术改造传统产业的基本思路及促进我国高新技术企业成长的具体措施 ;从建立技术创新激励机制、调节机制和完善国家政策体系等角度 ,提出了完善我国产业技术创新体系 ,建立适应加入WTO后新形势需要、以高新技术为依托的主导产业群 ,全面提升我国产业技术创新能力 ,实现我国产业结构升级的战略构想。

Starting with analyzing on connotation and characteristic of technologial innovation,expounds basic method of reforming traditional industry applied with high technique and the specific step of accelerating high technique enterprises of our country,put forward strategies to promote capabilities of national industrial technological innovation.For proposition on industrial structure promotion and promoting the capabilities,establish incentives and adjustment mechanism,perfect national policy system,and erect main industry group which based on high technique and get used to new situation after our country joining into WTO.
