改善贫困地区支付服务环境的思考

The Discussion and Research on the Promotion of Targeted Poverty Alleviation by Payment and Settlement

本文从支付结算的角度出发,选取西北欠发达省份宁夏作为研究对象,着重分析了精准扶贫过程中支付结算起到的关键性作用、存在的问题与不足,并提出了完善贫困地区支付结算基础设施建设的意见。

From 2013 to 2015, Xi Jinping put forward the concept of targeted poverty alleviation when he made inspections in Xi-angxi, Yunnan and Guizhou. And from then the targeted poverty alleviation has been the basic strategy of poverty alleviation in China.Under this background, it is very important to explore how to play the role of payment and settlement in financial poverty alleviationand targeted poverty alleviation and to smooth the payment and settlement channels and provide efficient, high-quality and safe finan-cial services for poor areas from blood transfusion to hematopoiesis. The paper chooses Ningxia -- a less developed province in north-western China as the research object from the perspective of payment and settlement. It analyzes the key role, problems and deficien-cies of payment and settlement in the process of targeted poverty alleviation, and puts forward views to improve the payment and set-tlement infrastructure construction in poor areas.
