On the Path and Methods of the Strategic Implementation of All-for-one Tourism

全域旅游是我国社会经济发展新常态下一种新的旅游发展观,一种区域协调发展的新理念和新模式。全域旅游的核心要务是推进中国当前旅游行政管理体制的改革和旅游观念的创新,并借助国家大力推进的供给侧改革、新型城镇化和乡村建设以及产业转型升级的强劲动力,促进旅游产业"从景点旅游模式走向全域旅游模式"。实施全域旅游战略必须以转变传统旅游观念为切入点,以全域旅游规划创新为抓手,以管理制度变革为核心,倡导共享经济理念,搭建人才发展平台,更多地尊重并保障个人参与社会生活的自由权,激励全社会参与旅游产业的变革,实现区域社会经济文化的协调发展。

All-for-one tourism is a new viewpoint of tourism development under the ＂new normal＂ of social and economic development in our country. It is a new concept and a new model of regional coordinated development. The core of this new concept is to push forward the reform of the administrative system of tourism in present China and an innovation of the concept of tourism. With the strong power from the supply-side reform which is strongly supported by Chinese government, the new-style urbanization and countryside construction, and the industry transformation and upgrading, this new concept also promotes tourism industry ＂ to develop from scenic spot tourism model to all-for-one tourism model. ＂ The implementation of the strategy of all-for-one tourism must start with a change of traditional tourism concept, an innovation of all-for-one tourism planning, and with the reform of management system as its core. It advocates the idea of sharing economy, builds talent development platforms, respects and protects the freedom of individual participation in social life, promotes the reform of tourism industry participated in by all walks of life, and brings into being a coordinated development of regional social economic culture.
