整体性政府视角下市县政府职责体系构建研究——以汕头市濠江区行政体制改革为例

The Research about Responsibility System of City and County Government from the Perspective of Holistic Government——Case Study of Administrative System Reform in Haojiang of Shantou City

市县政府关系是我国行政管理体系的重要内容,是国家治理体系和治理能力现代化的关键环节。由于纵向"职责同构"导致政府职责体系及行政管理活动"碎片化"的问题在市县级政府表现尤为突出。汕头市濠江区推动行政体制改革,在科学构建市县职责体系、破解"碎片化"问题等方面进行了有益的探索。发达国家"整体性政府"理论和实践经验,为进一步深化改革,研究破解"碎片化"问题提供了有益借鉴。

The City and County Governments play important roles in national governance system. Because of ＂Isomorphic Responsibility＂ and some other reasons, ＂fragmented＂ tendency in administrative system and management is becoming more and more obvious, especially in the city and county governments. Haojiang promoted administrative system reform, tried to construct a responsibility system of city and county government scientifically. The theory and practical experiences of the ＂Holistic Government＂ in developed countries should be absorbed, and fragmentation tendency should be researched and resolved, then can we lay a solid foundation for the modernization of national governance system and capacity.
