The Study of China Wireless Valley's Responsible Innovation

针对创新存在的负效应及其潜在风险,欧美学界提出了负责任创新的理念,意在通过一种前瞻性的价值设计使创新更好地满足社会需求进而实现普惠性发展。通过对中国无线谷创新实践的分析,发现其在主体责任分配、政府政策导向、协同创新模式和价值目标等维度与负责任创新是契合的,但仍有不符合负责任创新的方面,这需要在制度、实施以及思维等层面不断进行改进。

In order to against the negative effects and potential risks of innovation, the European and American academia put forward the concept of Responsible Innovation, which intends to make innovation meet the needs of society better and realize the general development through prospective design for values. Through the analysis of Chinese Wireless Valley＇s innovation practice, four dimensions are keeping with responsible innovation： the distribution of agents＇responsibility, the guidance of government＇s policy, the model of collaborative innovation and the targets of value. However, there still are several aspects not in line with the Responsible Innovation, so it needs improvements in the level of institution, implement and awareness.
