Problems and Countermeasures of Foreign Investment Development in Anhui

安徽省利用外资经历从少到多、从重量到量质并重的发展过程,在发展态势良好的同时,存在的问题明显:引资吸引力降低、产业结构不合理、质量效益不高、引资载体难以适应新变化、引资方式成效降低。外商投资是推动安徽经济结构调整和开放发展的重要举措,文章运用系统理论、比较分析、效能招商等理论方法,提出构建安徽吸引外商投资比较优势、突出市场化主体引资成效、明确创新驱动型引资路径、实施优势产业引资等对策建议。

The development process of using foreign capital in Anhui province is from less to more, from quantity to quality. At the same time, the problems are obvious： less attraction of investment, unreasonable industrial structure, low quality benefit, difficult to adapt to the new changes and the decreasing effectiveness of foreign investment. Foreign investment is an important measure to promote the economic structure adjustment and open development of Anhui, the paper uses the theoretical methods of system theo- ry, comparative analysis and efficiency investment, and puts forward some countermeasures to attract foreign investment in Anhui, highlight the effectiveness of market main FDI, clear innovation driven path, and implement the investment from advantageous in- dustries.
