Deepening the Reform of State-owned Enterprises in the New Era:Progress,Problems and Suggestions

中国已逐步形成了深化国有企业改革的相对完整的政策体系,并在相关政策指导下稳健推进各方面改革举措,但在实践层面也存在一些问题。这需要在改革政策设计和实施中进一步明晰国有企业改革目标,追求实现构建公平市场竞争环境和按照市场经济规律改革与发展壮大国有经济的双重改革效果。如加强对国有经济布局结构的整体性研究工作,坚持国资改革与国企改革并重,扎实推进国有企业分类改革与分类监管,发挥企业家精神,更充分地下放国有企业改革自主权,等等。

Within the past three years, China has gradually formed a policy system for deepening the reform of state-owned enterprises, but there are still some prominent problems in practice. To solve these problems, the goal of state-owned enterprise reform in the new era should be further clarified to satisfy a dual purpose： one is to build a fair market competition environment according to the law of market economy, and the other is to push forward the reform and the development of the state-owned economy. The reform proposals include： strengthening the research on the structure and layout of the state-owned economy; reforming the state capital management system; pushing forward the classified reform and supervision of state-owned enterprises;rewarding the entrepreneurship spirit; and encouraging decentralization and enlarging the decision-making power of SOEs.
