重庆图书馆公共外交探索实践及经验启示

Chongqing Library's Attempts at Public Diplomacy and the Enlightenment

随着全球化不断加深,国际交往日益频繁,一个城市的公共图书馆应该成为该地区开展公共外交的平台、载体和积极力量。近年来,作为我国西南地区的省级图书馆,重庆图书馆在以独立形态开展公共外交方面做了一定探索和尝试。本文基于这些实践,总结经验,认为中小型图书馆开展公共外交可从主动出击作为、挖掘特色资源、立足场馆优势和打造窗口阵地四方面寻找突破。

With the deepening of globalization, international exchanges become increasingly frequent. Public libraries should serve as the platform, carrier as well as the active power in implementing public diplomacy in the lo- cality. As a municipal library in the southwest of China, Chongqing library has done some explorations and attempts in public diplomacy in an independent form in recent years. Based on these practices, the paper sums up its experi- ence that small and medium-sized libraries could look for a breakthrough in public diplomacy from four aspects, re- spectively taking the initiative, tapping characteristic resources, exploiting venue advantages and forging exchange fronts.
