城市基层党建与社会治理创新的互动关系研究

Study on the Interaction between the Urban Grass-roots Party Construction and the Innovation of Social Governance

城市结构的变化迫切需要基层社会治理创新,党建可以引领社会治理创新的发展方向、内容和路径,并与其形成良性互动关系。目前,城市基层党建面临着职责定位不准、有效运行机制缺乏、群众参与不强、职能发挥较难等问题。探索从严落实基层党建、创新社会治理运行方式、有效解决群众需求的路径,有助于从体制上解决基层党建的现实困境,有效发挥城市基层党建引领方向、服务群众和促进发展的多重功效。

The change of urban structure urgently calls for the innovation of the basic social governance.The Party construction can guide the development directions,contents as well as approaches for social governance innovation,and can form a positive interaction with it.So far,the grass-roots party construction faces problems which include indefinite responsibilities,lack of effective operation,less people participation,hard function display etc.The exploration on the ways to strictly implement the grass-roots party construction,innovate the ways of social governance,effectively meet the needs of the people is conductive to solve the realistic dilemma of grass-roots party construction from the system,which can give full play to its multiple functions of leading direction,serving the masses and promoting the development.
