公共文化服务体系供给侧改革的若干对策研究

On Some Countermeasures of Supply-side Structural Reform of the System of Modern Public Culture Service

对公共文化服务体系供给侧改革提出了五方面的对策和建议:公共文化服务体系供给侧的制度改革方面,应加强统筹机制建设;公共文化服务供给侧主体性要素改革方面,应大力发展老年文化志愿者;公共文化服务体系供给对象的结构性调整方面,应以社区尤其是农村社区作为公共文化服务的着力点;公共文化服务体系供给内容的结构性改革方面,应构建以需求矩阵为导向的公共文化分类服务;公共文化服务供给侧的机制改革方面,应创新公共文化服务绩效评估的指标和方法。

Five countermeasures are put forward on the supply-side structural reform of the system of modern public culture service.In the reform of the system,the construction of overall planning mechanism should be strengthened;in the reform of the factors of subjectivity,aged cultural volunteers should be vigorously developed;in the structural adjustment of supply object,the focus should be put on the communities,especially rural communities;in the structural reform of the supply content,the classification service of the public culture service should be constructed guided by the demand matrix;in the mechanism reform,the indicators and methods of performance evaluation should be improved.
