Difficulties that Investment and Financing Platform is Facing in New Urbanization Construction and the Countermeasures

地方政府投融资平台是推进新型城镇化建设的重要载体。然而,投融资平台在信息披露、平台职能、功能定位、盈利能力、债务模式、融资渠道和人力资源管理等方面都存在问题,亟待整治。建立合理的平台结构、拓宽投融资渠道、采取多样化的投融资模式、健全人力资源管理体系,是解决我国地方政府投融资平台困境的有效对策。

Local government investment and financing platform is an important carrier to promote the new urbanization construction. However, there are some problems in investment and financing platform such as the information disclosure, platform function, functional positioning, profit ability, debt model, financing channel, human resource management and so on, which are urgent to be regulated.The establishment of a reasonable platform structure, the broadening of the investment and financing channels, the taking of a variety of investment and financing models and the improvement of the human resource management system are effective countermeasures to solve the plight of China＇s local government investment and financing platform.
