摘要
党政领导干部"能上能下"考核评价中的科学性和规范化水平是新时代对干部队伍建设的基本要求。作者以文献综述的形式梳理了领导干部考核评价的时代背景和国内学者在作用及意义解读、"能上难下"原因、具体措施、具体应用和模式探索等几方面的研究现状,为进一步的考核评价机制提供依据。
The normalized and scientific appraisal mechanism of "alternation between demotion and promotion" for officials is the basic requirement for cultivating officials. On the premise of literature review, this paper sorts out the background information for appraising officials as well as the research status in terms of significant readings, the reasons and measures of alternation between demotion and promotion, its application and the exploration of its model, etc., providing some references for the further revisions of this mechanism.
