摘要
由于周边空域结构复杂,航班起降压力大,当前国内外大型繁忙机场多数配备进场或者离场管理系统,辅助管制员对本场起降航班进行管理。然而随着航班量的不断增加,进离场管理系统独立运行的弊端限制了机场服务能力的进一步提升。为此国际民航组织在下一代航空运输系统发展规划中明确提出进离场一体化运行的要求。文章针对进离场一体化运行需求,研究并设计了进离场管理系统协同运行的机制与流程,充分挖掘现有系统潜能,提升机场服务能力,同时注重降低投入成本。
More and more hub airport at home and abroad has deployed Arrival Management System or Departure Management System to assist Air Traffic Controller managing flight on airport. With the increasing demand for air traffic transportation, the disadvantage of independent operation of Arrival Management System and Departure Management System restrict airport service ability. The International Civil Aviation Organization has advocated a New concept of cooperative operation of Arrival and Departure management on airport in Next Generation Air Traffic Transportation program to solve the problem. To realize the evolution, research and de- sign the mechanism and procedure of integrated operation of Arrival and Departure Management System to pro- mote the ability of current system, reduce flight delay, and decrease input cost.
