广西贫困地区发展蚕桑产业扶贫的意愿及其影响因素调查与分析

An Investigation and Analysis on Willingness of Farm ers in Poor Areas of Guangxi to Engage in Sericulture Industry and Its Influencing Factors

广西已经成为我国蚕桑产业实现"东桑西移"战略转移的主要承接区域,因此有条件依托具有区域和规模优势的蚕桑产业实施精准扶贫。在对广西贫困地区利用蚕桑产业扶贫的发展运行机制进行问卷调查基础上,通过计量经济模型方法对广西主要贫困地区共30个贫困县以发展蚕桑产业扶贫的意愿进行量化测度及影响机制分析。调查与分析结果表明,广西贫困地区通过发展桑蚕产业扶贫的意愿仍然不是十分强烈,发展蚕桑产业的意愿在不同贫困县之间的差异显著,并且在蚕桑产业的规模层次差异明显、技术水平落后、组织化程度低、产业链短等基础条件下,规模化生产潜力、技术发展水平、产业组织化程度、内生发展需求4个主要因素分别对发展蚕桑产业扶贫存在着负向、负向、正向、正向的显著性影响。据此从扶贫政策传导机制创新、产业发展路径突破、内生需求与外生拉动、产业发展共时性实践等方面提出建议,以促进广西贫困地区通过发展蚕桑产业精准扶贫的愿景规划得以顺利实施。

Guangxi has become the major undertaking region of China＇s＂Moving Sericulture from East to West＂strategy.Therefore,targeted poverty alleviation is applicable through developing sericulture industry which has regional and scale advantages. On basis of questionnaire surveys about development and operation system of poverty alleviation via sericulture industry in Guangxi poor areas,econometric model method was employed to quantify and estimate the willingness of developing sericulture industry to improve income in 30 major poverty counties of Guangxi and to analyze its influencing factors. The survey and analysis results show that the poor areas of Guangxi are still not strongly willing to develop sericulture industry for poverty alleviation. There are significant differences in willingness of developing sericulture industry between different poverty-stricken counties. Mo-reover,under fundamental conditions including greatly varied sericulture industrial scale,low technological level,low degree of organization,and short industrial chain,four major factors,i. e. the scale production potential,the technological development level,the degree of industrial organization,and the initiative development desire,have significantly negative, negative, positive and positive effect on poverty alleviation via sericulture industry,respectively. Accordingly,it is suggested to innovate transmission system for poverty alleviation policy,to create industry development paths,to stimulate initiative desire and market demand,and to implement synchronic industrial development,all of which are helpful for smooth implementation of targeted poverty alleviation project via sericulture industry in poverty areas of Guangxi.
