摘要 为了全面准确识别中国石化上中下游企业安全生产重大风险,并进行风险分级管控,研发基于风险值的中国石化安全风险量化分级管控技术,在中国石化全系统开展技术应用。根据事故发生的可能性和后果的严重性,建立了风险等级评价模型。采用绝对风险值,构建了全量化的中国石化安全风险矩阵,并对不同等级的风险,提出了风险管控要求。建立中国石化安全风险识别、风险评价、风险控制和风险监控成套体系,为中国石化各企业构建风险分级管控和隐患排查治理双重预防机制提供支持。 In order to comprehensively and accurately identify the major safety risks of upstream and down- stream enterprises in SINOPEC and carry, out risk management and risk control, the company conducted research and development on quantitative manage- ment and control of safety risk based on risk values and implemented the system -wide application in SI- NOPEC. According to the possibility of the accident and the severity of the consequences, a risk rating e- valuation model was established. Based on the abso- lute risk value, a fully quantified SINOPEC safety risk matrix is constructed and the risk control require- ments are raised for different levels of risk. To estab- lish a complete system of SINOPEC's safety risk iden- tification, risk assessment, risk control and risk mo- nitoring so as to provide support for SINOPEC's efforts to establish a risk prevention control mechanism and a dual prevention mechanism for risk management.
