On Metagovernance of Higher Education

出于对治理失灵可能性的深刻反思,"元治理"的概念得以出现。欧盟高等教育治理"共同法则"的实践以及英国20世纪80年代以来的高等教育治理变革,为高等教育的元治理提供了经验证据。高等教育的元治理彰显了政府在高等教育治理中的中轴角色,也对政府的职责提出了新的要求。

Based on the reflection of possibility of governance failure, the concept of ＂metagovernance＂ has been put out. In fact, the practice of creating a common grammar for European higher education governance, and the changing of UK higher education governance from 1980＇ s, has proved the existence of metagovernance in higher education. The metagovernance theory, puts a high value on the axis role of government in higher education govern ance, as well as appeals to the government responsibility.
