摘要
我国企业普遍面临知识产权人才建设水平较低的问题,主要表现为人才配备不足、待遇普遍偏低以及人才流失严重等三个方面。知识产权人才建设水平不足,不仅直接影响企业的知识产权管理,还会影响知识产权服务业市场的发展。通过梳理我国企业知识产权人才建设状况,研究发现:企业对知识产权战略重视不足、企业知识产权管理体系建设缺乏有效辅助、企业知识产权管理预算不足,是导致企业知识产权人才建设水平低下的重要原因。建议增加企业家和企业高管的知识产权培训,制定企业层面的知识产权管理制度建设标准,建立企业知识产权管理体系建设辅导机构,建立针对企业知识产权管理体系建设的长效考评机制,以及建立针对中小型企业的财政补贴机制。
The paper analyzes the negative equipment of IP talents by Chinese enterprises, for example, the shortage of IP talents, the lower payment to IP talents, and the outflow of IP talents from enterprises. The ill treatment of IP talents not only affects the management of IP assets, but also affects the IP service market. The paper summarizes the reasons for the abovementioned phenomena, i.e. insufficient attention to the IP strategy, ineffective assistance in the construction of enterprise IP management system, and lack of budget for IP management. The paper therefore proposes to provide more training classes for entrepreneurs and senior executives of enterprises, formulate the standards for the establishment of enterprise IP management system, establish the guidance institution for the establishment of enterprise IP management system, establish a long-term evaluation mechanism for the construction of enterprise IP management system, and establish a financial subsidy mechanism for SMEs.
