中西方协商民主同构异质的学理分析

A Theoretical Analysis of Chinese and Western Deliberative Democracy on Their Similar Structures and Different Essences

协商民主作为当今世界的一种新型民主形态,自20世纪中期起,在中西方国家都有实践上的探索和理论上的思考。但由于文化背景、历史传统和制度基础等方面的不同,使得协商民主在中西方的生成与发展过程中呈现出本质性的区别。在比较视域下,从学理上深入剖析中西方协商民主起源上的路径差异、机理上的异曲同工、价值上的交流互鉴和本质上的同构异质等错综复杂的关系,实现我国协商民主实践上的追根溯源和理论上的正本清源,有利于全面厘清中西方协商民主之间的区别和联系,科学认知我国社会主义协商民主的鲜明特色、独特优势和时代价值,自觉增强发展社会主义协商民主的道路自信、理论自信、制度自信和文化自信。

Deliberative democracy,as a new form of democracy in the world today,has been explored theoretically and practically both in China and Western countries since the mid-20 th Century. However,due to the differences in cultural background,historical tradition and institutional foundation,the deliberative democracy in the process of generation and development in China and the west presents essential distinctions. Therefore,in comparative perspective,we discuss the complicated path of deliberative democracy in China and Western countries,including the path difference,the similarities and differences in mechanism,the mutual communication between values,and the essential heterogeneity. The analysis is conducive to fully clarify the differences and relationships between Chinese deliberative democracy and western objective democracy,and can also make us clear about the characteristics of the combinative science of socialist deliberative democracy in China,unique advantages and the value of the times,and strengthen the road confidence,theoretical confidence,institutional confidence and cultural confidence in developing socialist consultative democracy.
