Resource Allocation,Market Transmission and the Government Actions in the Allotment of Land Supply

基于土地经济学和外部性理论,立足我国土地制度特征和划拨土地供给方式的独特性,结合土地供给侧结构性改革要求,在分析划拨土地外部性的基础上,研究划拨土地供给侧结构性改革的重心和方向,探求划拨土地供给侧结构性改革的路径:一是坚持划拨土地供给方式由政府主导的方向不变;二是利用划拨土地供给方式外部性和市场间接传导功能,优化土地要素配置;三是发挥划拨土地供给对土地市场的调节作用,完善政府土地市场干预体系;四是构建划拨土地结构导向机制,引导优化产业结构调整。

Based on the theory of land economics, the externality theory, the characteristics of our country＇s land system and the uniqueness of the mode of land supply, and combined with the structural reform of supply on the allocated land, this research analyzes the externality of the allocated land, and, accordingly, explores the path of the structural reform of supply-side of the allocated land with the study of the main emphasis and direction of the reform. First, we shall adhere to the government-led allocation of land supply; second, we shall make use of the externality of the supply mode of land and indirect market transmission function to optimize the allocation of land elements; third, we shall give full play to the regulatory role of allocated land supply in the land market and improve the intervention system of government land market; fourth, we shall establish a structure-oriented mechanism of the allocated land so as to guide the adjustment and optimization of industrial structure.
