摘要 目的为科学的定量评估企业职业病防治绩效,确定企业职业病防治绩效评估关键绩效指标(KPI)体系。方法运用德尔菲法确定了企业职业病防治绩效评估KPI体系;运用结构方程模型(SEM)分析1级指标、2级指标及职业病防治绩效之间的关联,对影响企业职业病绩效评估的指标权重进行分析优化,并采用模糊综合评价法(SEM-FCEM)对企业职业病防治绩效进行评估。结果通过对指标的分析改进,企业职业病防治绩效及1级指标得分得到了显著的提升,该厂职业病防治绩效评估得分由初次评估的68.77提升到改进后的80.98,提升12.21,评估等级由初次评估的"急需改进"变为改进后的"良好",分析结果表明,职业卫生管理对职业病防治绩效作用最大。结论 SEM-FCEM方法能够有效地确定企业职业病防治绩效评估KPI体系,并定性定量的分析企业职业病防治绩效及1、2级指标,并对指标进行优化,从而科学的评估企业职业病防治绩效,对制定职业病防治工作改进措施具有一定的指导意义。 [Objective]To scientifically evaluate the performance of enterprise occupational disease prevention,determine the key performance indicators(KPI) of enterprise occupational disease prevention.[Methods] The Delphi method was used to establish the KPI system.Subsequently,the structural equation model(SEM) was applied to analyze the relationship between the first and the second grade indicators and the occupational disease prevention performance.The indicators weight were analyzed and optimized,and the occupational disease prevention performance of a certain chemical factory was thus evaluated by using the SEM-FCEM(Fuzzy Comprehensive Evaluation Model) method.[Results] Through the analysis and improvement of the indicators,the performance of occupational disease prevention and control and the score of the first grade indicators have been greatly improved.The score of the occupational disease prevention performance of the factory was increased significantly by 12.21,from 68.77 to 80.98 and the performance level was promoted from Urgently Needed Improvement to Good.In addition,the result showed that the occupational health management had the greatest impact on enterprise occupational disease prevention performance.[Conclusion] The SEM-FCEM method can be used to efficiently determine the KPI system and also to perform the qualitative and quantitative analysis and optimizations on the occupational disease prevention performance and the first and the second grade indicators.The present study provides a scientific method with regard to developing the improvement measures for occupational disease prevention.
