摘要
产教融合正成为破解产业和高等教育主要矛盾、解决经济社会发展不平衡不充分的战略抉择。新中国成立以后,产业与高等教育的关系大致经历了产教边界清晰、产品导向的产教同构、政治导向的产教捆绑、知识本位导向的产教关系弱化、创新驱动导向的产教关系恢复等阶段,现在正进入产教融合的进行时新阶段。促进教育链、人才链与技术链、创新链有机衔接的战略重点是制定《产教融合促进法》,理顺产教融合的法律关系;突出社会组织中介作用,激发产教融合的内生动力;突出培养机制改革,融合教育供给侧和产业需求侧结构要素。
Industry-University Integration is becoming challenges faced by higher education and industry, and to a strategic choice for China in its effort to tackle the balance and boost socioeconomic development. The relationship between the industry and higher education has basically gone through several phases since the founding of the People's Republic of China. After experiencing relative isolation, production-shaped structural consistency, politics-oriented subordination, knowledge-driven estrangement and innovation-propelled normality, the industry and universities have ushered in a brand-new phase of integration. In this phase, the chain of education and talent shall be well connected with the chain of industry and technology. Therefore, it is of strategic importance to formulate the Law on Promoting Industry-University Integration and provide a sound legal framework for Industry-University Integration. Intermediary agencies need to play a more active role in resource allocation and be a stronger driving force in the process of Industry-University Integration. The training mechanism needs to be reformed to better align the supply-side of education and the demand-side of industry.
