我国慢性病防治体系的发展与现状

Development and current situation about chronic disease prevention and control system in China

慢性病是威胁人类健康的重要公共卫生问题。目前,政府主导、多部门协作、医疗卫生支撑的防控格局初步形成。鉴于我国慢性病高发、频发的复杂形势,未来防治工作仍面临诸多挑战。为此本文从行政组织变迁、工作内容及重点演变、政策概述及发展轨迹3方面对慢性病防治体系的发展进程进行梳理,重点分析慢性病防治面临的挑战,同时结合慢性病三级预防策略及分级诊疗制度背景提出建议,从而为推进防控机构建设、优化政策支持环境提供参考。

Chronic disease is an important public health problem that threatens human health. At present,China has made great progress in the prevention and treatment of chronic diseases,while the pattern of government predominance,multisectoral collaboration and health care support has formed initially. However,in view of the complex situation of high incidence of chronic diseases in China,the future prevention and treatment work is still facing many challenges. For this reason,this paper reviews the development of the chronic disease prevention and control system from three aspects ：the change of the administrative organization,the content and the key points of the work,and the development of the policy,focuses on the analysis of challenges about chronic disease prevention and control,and makes recommendations according to the chronic disease three-level prevention strategy and the classified diagnosis and treatment system,so as to provide references for advancing the construction of prevention and control institutions and optimizing policy supporting environment.
