摘要 中国电力体制改革始于20世纪80~90年代,主要分为政企分开、政监分开、厂网分离、主辅分离与输配分离等阶段,新电改正努力朝着进一步促进电力市场化改革,促进相关企业加强管理、提高效率,引导电网合理投资,引导用户合理使用电力资源的方向前进,已到了最后攻坚阶段。随着国有企业的深化改革,加快实现"走出去"战略的实施,与电力建设企业的设计、施工一体化改革重组,国有企业在电力建设领域综合竞争力有很大提高,工程总承包模式有望成为项目建设管理的主流发展趋势。文章通过对总承包项目管理模式的分析和以总承包项目造价管理的任务、方式等方面为切入点,主要探讨勘察设计企业承担的工程总承包项目中,造价专业人员从事总承包项目造价管理在前期策划、索赔变更处理、人才培养、规范法律和规章制度等方面的难点与解决对策。通过工程实例分析说明总承包项目造价管理在标段划分、结算索赔处理、分包商选择、质量问题处理、规章制度以及人员配置等方面存在的问题与可供借鉴的经验。 Chinese power system reform began in the 1980s to 1990s. It is mainly divided into government-enterprise separation, government and supervision separation, factory and Internet separation, main and auxiliary separation, transmission and distribution separation and other stages. New power rectification is developed to further promoting power market reform, thereby driving related enterprises to strengthen management and improve efficiency, leading rational development of power grid, leading users to rationally use power resources, and it has reached the final crucial stage. The implementation of "going out" strategy and design construction integrated reform reconstructing with power construction enterprises are accelerated with the deepening reform of state-owned enterprises. The comprehensive competitiveness of state-owned enterprises in the field of electric power construction is greatly improved. Engineering general contracting mode is expected to become the mainstream development trend of project construction management. In the paper, the general contracting project management mode is analyzed, general contracting project cost management tasks, modes, etc. are regarded as the starting points for mainly discussing the difficulties and solutions of cost professionals engaging in general contracting project cost management at former planning, claim change handling, talent training, regulation standardization, rules and system, etc. when investigation and design enterprises undertake engineering general contracting project. The problems and reference experience of general contracting project cost management in the aspects of bid section division, settlement and claims processing, subcontractor selection, quality problem processing, rules and regulations, staffing, etc. are analyzed and described through engineering examples.
