新时代高等学校内设机构干部分类管理机制研究

摘要 高等学校内设机构干部分类管理既是我国人事干部制度改革的前沿与突破口,也是国家干部分类管理这一概念提出多年后在新时代取得进一步突破的关键领域。党的十八大以来,高等学校内设机构干部分类管理原则与权限逐步明晰,同时在操作层面存在巨大的探索空间。党的十九大提出的坚持党对一切工作的领导,与高等学校内设机构干部分类管理是辩证统一的,党的领导是干部分类管理得以科学开展的保证。要发挥好党的领导作用,需要正视并消除长期以来在干部考核等方面存在的观念误区,并以分类管理的思想开展干部监督工作。 The management of the internal departments of higher learning is the frontier and breakthrough of the reform of the personnel-cadre system in China. It is also a key field in which the concept of national cadre management has been further broken through in the new era after many years. Since the eighteenth National Congress of the Communist Party of China,the principle and authority for the management of dry-type institutions in institutions of higher learning have gradually become clear. At the same time,there is a huge exploration space at the operational level. The Party's leadership at the 19 th Party Congress insisted that the leadership of the Party in all work should be in a dialectical unity with that of the management of the internal organs of institutions of higher learning. The leadership of the Party is the guarantee for the scientific development of the management of cadres. In order to play a good part in the leadership role of the party,it is very necessary to face up to and eliminate long-standing misconceptions about cadre assessment and other aspects,and carry out cadre supervision with the idea of classified management.
