摘要
东北老工业基地振兴战略实施10多年来,东北地区经济发展取得显著成效,但近年来经济增速出现下滑。市场化程度不高、人才大量流失是导致东北地区经济增速下滑的主要原因。2017年7月,中俄双方正式提出共同打造"冰上丝绸之路"的构想,为东北地区的未来发展带来新机遇。从地理位置看,我国东北地区距离"冰上丝绸之路"较近,借助陆海联运与"冰上丝绸之路"成功对接,东北地区将迎来新的发展契机,并助力形成我国新的对外开放格局。
In the implementation of the Revitalization of Northeast Old Industrial Base Strategy over the past 10 years, the economic development in Northeast China has achieved remarkable results, however, the eco- nomic growth rate has declined in recent years. The low degree of marketization and the massive loss of talents are the main reasons for the deceleration of economic growth in Northeast China. In July 2017, both China and Russia formally proposed the concept of jointly building a "Polar Silk Road", bringing new opportunities for the future development of the Northeast China. From a geographical point of view, Northeast China is closer to the "Polar Silk Road". The successful docking of "Polar Silk Road" and the combined transport by rail and sea will provide a new opportunity for development in Northeast China, and help form our country's new open- ing - up pattern.
