郑洛新国家自主创新示范区作为国务院批准的第12个(全国共19个)国家自主创新示范区,标志着郑州、洛阳和新乡要在自主创新和高新技术产业发展方面先行先试、探索经验和做出示范。建设郑洛新国家自主创新示范区要立足科技发展基础、创新人才、创新平台、创新主体等现状,发挥比较优势,扬长避短,选择独具特色的市场交易带动型发展模式,并在完善市场交易的服务体系、优化市场交易的生态系统、大力发展创新创业平台、创新科技体制机制、完善相关配套服务等方面采取有效措施。
