摘要
烟叶产业新一轮的发展,需要依靠新的改革来激发新的动能。本文分析了当前烟叶产业发展的动能需求,提出了"聚接经济"的概念,意图通过构建"平台+双边集群"的供应链模式,促进烟叶产业资源优化配置和供需对接,实现各类主体与资源要素之间的聚接生变。在此基础之上,系统介绍了聚接经济的框架设计,分析了其驱动原理,围绕如何降低烟叶产业交易成本,提出了烟草农业聚接经济的总体设计与建设内容。
New development of leaf tobacco section needs new reform to stimulate growth momentum. Growth demand of leaf tobacco section was analyzed and the concept of group-connecting economy was proposed in order to promote optimal allocation of resources and well adjust supply-demand relationship in tobacco industry by constructing ＂platforms ＋ bilateral cluster＂ supply chain mode. Frame design and driving principle of group-connect economy were introduced. The overall design and content of group-connecting economy in tobacco agriculture were put forward in order to reduce transaction cost of tobacco industry.
