“党建+”模式下社会力量参与农村精准产业扶贫的模式构建——以三魁镇薛内村村企合作模式为例

Construction of the Rural Precision Industrial Poverty Alleviation Model with Participation of Social Forces Under the Party-building Mode——A Case Study of the'Village-enterprise cooperation' Mode in Xuenei Village of Sankui Town

推进乡村振兴,破解山区的资源禀赋瓶颈,党建下的社会力量参与农村精准产业扶贫是精准扶贫的重要形式。以浙江省温州市泰顺县三魁镇薛内村为例,结合基层党建背景下的社会力量参与农村精准产业扶贫的"村企合作"模式展开调研分析,创新实践了"党建+"模式下泰商、公司、集体、农户"四位一体"的新型扶贫合作模式。通过总结提炼该改革成效及特点,分析其存在的困境提出对策与建议,以期为同类地区精准扶贫提供实践依据和经验启示。

To promote rural revitalization and solve the resource endowment bottlenecks in mountain areas,the participation of social forces in rural precision industrial poverty alleviation under the party building is an important form of precision poverty alleviation. Taking Xuenei village of Sankui town,Taishun county of Wenzhou in Zhejiang province as an example,a survey and an analysis on the ＇village-enterprise cooperation＇ mode of the rural precision industrial poverty alleviation with participation of social forces under background of party building at the grass-roots level were carried out,which was an innovative practice of a new ＇four-in-one＇ cooperation pattern of poverty alleviation integrating Taishun businessmen,companies,village collective and farmers under the ＇Party building ＋＇ mode. Through summarizing and refining the results and characteristics of the reform,by analysis of its difficulties,some countermeasures and suggestions were put forward,to provide a practical basis and experimental enlightenment for the precision poverty alleviation of similar areas.
