摘要 工程建设项目的投资决策、工程承发包、设计、施工和竣工决算等建设环节均存在腐败风险,腐败风险评估是预防工程腐败行为发生的重要手段。OCTAVE模型的"威胁、资产及脆弱性"框架为腐败风险识别提供了理论基础,层次分析法(AHP)为腐败风险数据收集和风险值计算提供了具体方法。两者的有机结合有助于深化工程腐败风险评估研究,并为工程腐败风险防控提供指导。 There are corruption risks in construction projects such as investment decisions, project contracting packages, design, construction, and completion and finalization. Corruption risk assessment is an important means to prevent engineering corruption. The "threat, assets, and vulnerability" framework of the OCTAVE model provides a theoretical basis for the identification of corruption risks. The Analytic Hierarchy Process(AHP) provides specific methods for the collection of corruption risk data and the calculation of risk values. The organic combination of the two helps to assess the risk of corruption and its relative risk value in the construction of projects, and provides guidance for the prevention and control of corruption risks in engineering projects.
