我国网络创业就业特征及其对社会保险可及性的挑战

作为新经济的一个重要组成部分,网络经济异军突起,不仅支撑了经济增长,也带动了就业市场的蓬勃发展。本文首先对网络创业就业特征进行了详细分析,从就业与互联网的关联性角度将其分为直接就业和间接就业,从就业组织形式的角度又将其分为独立实体型、平台赋能型和众创空间型;其中大部分间接就业和平台赋能型就业具有典型的无雇主特征,参加社会保险的现状堪忧。在问卷调查基础上,本文对网店从业群体参加社会保险的现状作了深入分析,进而对这个群体就业身份认证和劳动关系的现状进行了调研,认为社会保险制度应主动迎接新挑战,适应新业态,采取积极的改革态度,并对诸项社会保险的改革思路进行了比较研究。

As an important part of the new economy, the emergence of the Internet economy has not only supported economic growth, but also led to the vigorous development of the employment market. This paper firstly analyzes the characteristics of the employment of Internet Entrepreneurship in detail, and then divides it into direct employment and indirect employment from the angle of employment and Internet. In terms of the employment organization form, it is divided into independent entrepreneurship type, platform empowerment type and GIS （Group Innovation Space）type. In most of indirect employment and plafform-empowerment employment, there are typical characteristics of no legal employment, and the situation of participating in social insurance is also worrying. On the basis of the questionnaire survey, this paper makes an in-depth analysis of the present situation of social insurance participation by personal online shop employees, and then investigates the status of employment identity authentication and labor relations in this group. It is believed that the social insurance system should take the initiative to meet the new challenges and adapt to the new format with a positive reform attitude. In the end, the paper carries out a comparative study of the social insurance reforming ideas.
