美国现代农业产业体系的发展趋势及其政策启示

Research on the development experience of American agriculture industrial system and its' enlightenment to China

构建现代农业产业体系是实施乡村振兴战略的重要任务。通过分析美国现代农业产业体系的运作态势、组织形式和发展趋势及构建的主要经验,发现其成功的关键在于根据市场导向推进农业产业化,培育壮大了新型农业经营主体。美国经验表明,构建以高度市场化家庭农场为产业体系基础、实行灵活多样的农业生产经营方式、构建高度发达有序的农村市场体系和制定高效多样的农业产业保护政策是促进现代农业产业体系发展完善的题中之义。从中国农业供给侧结构性改革的角度,未来构建现代农业产业体系,要完善农业产业支持体系,大力培育新型农业经营主体,健全农业社会化服务,积极推动农业合作组织健康发展。

United States is one of the highest modernization country in agriculture of the world.This paper analyzed the developing situation,organization model,system experience and the development trend of American's agricultural industrialization management.The key to the success of agricultural modernization is to promote the agricultural industrialization and vigorously cultivate new agricultural business entities.The experience of the United States shows that constructing an efficient industrial policy system,implementing flexible and diversified agricultural management system,creating highly developed rural market system and social service system have a big significance of promoting the industrialization of agriculture.On this basis,several proposals were raised to promote China's agricultural modernization.
