SWOT Analysis and Suggestions on the Reform of State-owned Enterprises in the New Era

我国国企改革已取得改革开放以来的巨大成就,在国企混改、供给侧结构性改革等方面成效显著,但仍面临产能过剩、现代企业制度难以建立、创新动力不足等问题,以及人事制度变革、市场变革、下岗职工安置等挑战。新时代国企改革应以供给侧结构性改革为契机,充分利用"一带一路"战略,积极化解国企过剩产能;在做好国企人事制度变革的同时,注重职工就业创业能力的提升;建立以市场和国家战略需求为导向的创新激励机制,并提高相关政策的协调性和适宜性。

The reforms of state-owned enterprises in China have achieved great achievements since the reform and opening-up.They have achieved remarkable results in the mixed reforms of state-owned enterprises and structural reforms on the supply side.However,they still face problems such as overcapacity,difficulties in establishing modern enterprise systems,lack of innovation motive force,and changes in the personnel system,as well as market changes,laid-off workers and other challenges.The reform of state-owned enterprises in the new era should be based on supply-side structural reform as an opportunity to make full use of the ＂One Belt and One Road＂ strategy to actively resolve excess production capacity of state-owned enterprises; while improving the reform of the personnel system of state-owned enterprises,we should also pay attention to the improvement of employees＇ employment and entrepreneurship capabilities,national strategic demand-oriented innovation and incentive mechanisms,and improve the coordination and appropriateness of relevant policies.
