中国清洁能源与绿色发展:实践探索、国际借鉴与政策优化

China’s Clean Energy and Green Development: Practical Exploration,International Reference and Policy Optimization

党的十九大报告将＂壮大清洁生产产业、清洁能源产业,构建清洁低碳、安全高效的能源体系＂作为＂加快生态文明体制改革,建设美丽中国＂的重要任务之一,对于推动新时代中国清洁能源与绿色发展具有重大的现实意义。本文首先对我国清洁能源与绿色发展的实践进行审视,并分析了其发展优势及存在的问题,接着在充分借鉴德、英、美等国的经验基础上进行合理化的政策移植,最后对我国清洁能源与绿色发展提出优化建议,对我国清洁能源与绿色发展进行政策重构,能够为加快新时代中国清洁能源绿色发展提供理论依据与路径参考。

The Nineteen Major Report of the Party treat ＂strengthen the clean production industry,clean the energy industry, build a clean and low carbon, safe and efficient energy system＂as one of the important tasks of ＂speeding up the reform of the ecological civilization system and building a beautiful China＂,which is of great practical significance for promoting clean energy and green development in the new era. This article first examines the practice of clean energy and green development in China, and analyzes its development advantages and existing problems. Then, on the basis of fully drawing on the experience of Germany,Britain, the United States and other countries, it makes rational policy transplantation. Finally, it puts forward some suggestions on the optimization of clean energy and green development in our country, and reconstructs the policy of clean energy and green development in China, which can provide theoretical basis and path reference for accelerating the green development of clean energy in new era.
