中国特色现代大学制度视阈下高校内部权力监督体系研究

A Study of Power Supervision System from the Perspective of Modern University Institutions with Chinese Characteristics

健全和完善高校内部权力监督体系,是贯彻落实党的十九大精神和加强高校廉政建设的必然要求。在中国特色现代大学制度视阈下,当前的高校内部权力监督形式主要包括党内监督、行政监督和群众监督。在监督权力运行过程中,存在着党内监督工作机制缺乏、行政监督执纪缺位、群众监督意识缺失等诸多问题,致使各种监督形式发挥的功能和作用不充分。为改善这种局面,有必要完善高校内部权力监督体系的原则:党委统一领导、监督全面覆盖、监督全员参与、监督权威高效;有必要提出具体完善对策:健全党内监督工作机制,强化行政监督职能,提升群众监督实效,建立多维联动的监督和制约体系。

Strengthening and perfecting collegiate power supervision system is a necessary requirement to implement the spirit of 19 th CPC National Congress and strengthen the construction of collegiate anti-corruption and integrity.From the perspective of modern university institutions with Chinese characteristic,the present forms of collegiate power supervision include inner-party supervision,administrative supervision and masses＇supervision.In the process of power supervision,there exist such problems as lack of working mechanism in inner-party supervision,the absence of administrative supervision and the vacancy of masses＇supervision,resulting in unsatisfactory functions and roles of the various forms of supervision.On these bases,the essay puts forward the principles of perfecting the internal power supervision system of colleges and universities：unified leadership of party committees,comprehensive coverage of supervision,full participation of supervision,efficient supervision authority.The essay also puts forward strategies to complete collegiate power supervision system,that is,to perfect working mechanism in inner-party supervision,to strengthen the functions of administrative supervision,to promote the effect of masses＇supervision and build multi-dimension linked supervision system.
